ACTIVITIES
The following are the duties of this position at the full working
level. If this vacancy includes more than one grade and you are
selected at a lower grade level, you will have the opportunity to
learn to perform these duties and receive training to help you grow
in this position.
Performs assignments that are agency-wide in scope and have
significant impact on issues facing the operating unit. Conducts
Business Reviews of field and headquarters offices, serves on task
forces or study groups, and performs independent analyses of area
or nationwide program operations.
Comprehensively plans, analyzes, determines cost/benefit
relationships, and coordinates a variety of functions, operations,
teams, or interfacing administrative systems.
Independently studies complex problems facing operating unit
functions or those of particular concern within specialized areas
of the organization. This may require coordinating input from
activities outside the division and identifying new methods of
performing work.
Participates with cross-functional representatives on nationwide.
Conducts studies and analyses to support operational reviews,
measure achievement of goals, execution of plans, compliance with
directives, and utilization of resources.
Analyzes assigned program area(s) to discern trends in program
delivery. Consolidates report data to measure effectiveness in
meeting baselines or the degree to which program plans and
achievements support strategic agency initiatives.

Qualifications
Federal experience is not required. The experience may have been
gained in the public sector, private sector or One year of
experience refers to full-time work; part-timework is considered on

You must meet the following requirements by the closing date of
this announcement:
SPECIALIZED EXPERIENCE: Applicants must have one year of
specialized experience at a level of difficulty and responsibility
equivalent to the GS-13 level in the Federal Service. Examples of
specialized experience include:
Experience in applying professional accounting principles, theory,
and practices; Researching, interpreting and analyzing tax
implications of corporate financial transactions; Experience using
analytical and evaluative techniques, to gather, identify,
evaluate, and develop work methods to resolve multifaceted
interrelated issues and combined Federal tax effects; Experience
dealing tactfully and persuasively with taxpayers and stakeholders,
to explain complex interpretation of tax laws, regulations and
resolve issues. Experience as a technical expert with large,
complex business returns pertaining to the application of tax
principles, policies, legal decisions, and guidance with large,
complex business returns in international tax areas (for example,
international business provisions of the Tax Cuts & Jobs Act,
Complex Corporate Foreign Tax Credit Planning, Foreign Earnings &
Profits, Expense Allocation and Apportionment, Sourcing of Income,
Subpart F, Global intangible low taxed income, Foreign derived
intangible income, Base Erosion Alternative Minimum Tax (BEAT),
Effectively Connected Income, Outbound transfers of Intangible
Property, Transfer Pricing, complex foreign reorganizations and
restructuring transactions, controlled foreign corporations,
foreign currency, disregarded entities and check-the-box elections,
Advance Pricing and Mutual Agreement (APMA), including Treaties,
Advance Pricing Agreement (APA), and Competent Authority
procedures) and experience evaluating and explaining complex
international tax concepts to others both verbally and in
writing.
