Job Description:
SOSi is currently seeking a Senior Business Analyst to join our
team in El Paso, TX. The Business Analyst (BA) is responsible for
the planning and coordination of special projects, initiatives and
supporting tasks related to program-wide activities and priorities
as assigned by the Manager. - The Business Analyst serves as a
liaison between customers and the SOSi development team working
directly with the stakeholders providing expert business process
analysis and advice to stakeholders. Defines requirements and
translates them into the creation of epics, user stories with
acceptance and testing criteria and works with the Architect to
ensure the solution is technically feasible, identifying areas to
reduce implementation efforts and help configure the solution.
Interfaces with clients and stakeholders to report on the progress
of the development while supporting training, testing and change
management activities. Responsible for overall coordination with
the service and process owners and technology teams to ensure the
SOSi platform features are properly defined, documented, planned,
executed, and verified to ensure procedures are in place and meet
the business needs and align with the organization's mission. Has a
key role in ensuring projects (change initiatives) meet objectives
on time and on budget by increasing adoption and usage. Focuses on
the people side of IT Service Management, coordinating business
processes need, gathering business requirements to liaison
requirements with the SOSi technical team. Successful candidate
will be an experienced BA practitioner that has provided
consulting, research, analysis and support activities in an
operational environment, is able to develop strong working
relationships with a diverse set of customers, and can effectively
engage program stakeholders to create commitment, ownership and
momentum for sustained change. - Success will require the ability
to facilitate end users, middle managers and executives through the
defined changes, stand up new or mature existing governance
processes and project teams, design and implement organizational
models, re-engineer and operationalize new business processes and
technology. Must be able to quickly learn and integrate new
concepts with past experience and apply both to address customer
needs. A wide degree of creativity and latitude is expected and the
individual will rely on self-directed learning, experience, and
judgment to plan and accomplish goals.
- Plan and coordinate priority projects and initiatives as
assigned by manager
- Gather, analyze, and synthesize information on industry and
federal best practices and apply it to address client
requirements.
- Conduct research on client organization 'as is' practices on a
wide variety of technical and functional business topics.
- Conduct Gap Analysis
- Perform business process analysis and mapping
- Elicit requirements using interviews, document analysis,
requirements workshops, surveys, business process reviews, and task
and workflow analysis. Analyze and de-conflict requirements, data
and information from multiple data sources and decompose into
detailed requirements.
- Design and prepare technical specifications, project
documentation, workflow analysis to meet system and project
needs
- Manage all phases of testing as evidenced by preparation of
test scripts and conversion plans. Participate in testing and
validation of test results and obtain end user acceptance
sign-off.
- Evaluate impact present and or proposed systems have/will have
on the organization as evidenced by detailed cost/benefit,
statistical and impact analysis.
- Assist end users in development of departmental policies and
procedures as it relates to the application. Educate end users on
requirements and policies as they relate to these procedures.
- Facilitate assignment, prioritization, and resolution of
issues. Communicate status and closure with end users and escalate
to manager as required.
- Establish and build strong working relationships with customer
and stakeholders at all levels of the organization
- Work with Architect and Developers to ensure user requirements
fit within the guiding principles for platform development and best
practices.
- Design, develop and implement business transformation plans
that address how change will be introduced and sustained at all
levels of the organization
- Develop and implement specific plans and initiatives needed
(e.g., organization redesign, business process redesign, training,
staffing, policies and procedures, communications) to create and
sustain change across all levels of the organization and
operation
- Creates and maintain internal platform knowledge base how-to
articles.
- Collects and analyzes information and prepares reports
regarding program metrics and operational activities
- Maintains appropriate records of research methods and results
of data collection in written reports
- Coordinates, schedules, and provides logistical arrangements
for conferences and meetings, including but not limited to
assembling background materials, record of proceedings, etc.
- Assists in leading project teams as assigned or required by the
Program Manager
- Coordinate with the primary custodial oversight of the
program's primary databases and communicate directly with
stakeholders (e.g., customer, SOSi internal, external as directed)
on operational status, performance of corrective actions,
maintenance, upgrades and enhancements
- Utilizes various Microsoft, Oracle, etc. suite products and
other databases to achieve assigned tasks
- Develops and maintains program files and program databases to
support operations, programs and priority initiatives Performs
other duties as assigned by the Program Manager
- Associate's degree (Bachelor's degree preferred) in management
or a related field, or an equivalent combination of education and
experience, and 8-10 years of experience directly related to
program and/or project management support services
- Strong computer and software proficiency to include the use of
word processing, email, spreadsheets and electronic presentations;
high proficiency in typing, and automated processes
- Highly developed interpersonal and organizational skills,
strong work ethic and ability to understand and appreciate mission
requirements
- Excellent oral and written communication skills, including
developing and delivering presentations
- Ability to work with minimal supervision
- Capacity to communicate effectively with internal and external
customers and subcontractors, in a fast-paced environment
- Proven success working in support of Federal, state and local
agencies
- Bachelor's degree preferred
- Experience with HHS unaccompanied children shelters (EIS and/or
ICF) operations, especially case management functions and
activities strongly preferred
- Experience capturing dynamic program and operational
requirements for software development and deployment initiatives
strongly preferred
- Additional travel in support of other enterprise-wide
priorities may be required
- Requires periods of non-traditional hours including consecutive
nights or weekends when necessary
- May require ability to lift/and or move objects or packages of
up to 25 lbs
