Overview Open & closing dates Opening and closing dates02/18/2020 to 12/31/2020 Service Excepted Pay scale & grade GS 13 Salary $107,006 to $139,112 per year Appointment type Permanent Work schedule Full-Time Duties SummaryThe incumbent is assigned to perform disability and other specialized psychological examinations within the Special Exams Unit of the El Paso VAHCS. Physical locations include the El Paso VAHCS main facility or the Individual Disability Examination Services (IDES) program facility located on Fort Bliss. The Psychologist is expected to perform his/her duties under the supervision of the Psychology Program Manager, and provide assigned psychological services at his/her assigned location.ResponsibilitiesRelocation Incentives may be authorized for a highly-qualified candidate.This position will be open until December 31, 2020. Applicants will be referred every two weeks to the selecting official until all positions have been filled. First Cut-Off date is 3/3/2020 .EDRP: If selected for this position you must meet specific individual eligibility criteria in accordance with VHA policy 1021 and apply for EDRP within four (4) months of appointment. Final award amount and program start date is determined after review of a complete EDRP application and supporting documentation by the VHA Education Loan Repayment Services office. If selected for this position, please contact the facility EDRP Coordinator.DUTIES:Assesses and evaluates claims of veterans seeking disability compensation for mental disorders, or other evaluations as assigned, such as Federal Occupational evaluations, Traumatic Brain Injury residual examinations, and/or pre-surgical evaluations for organ transplant applicants. Assessment tools may include using interview techniques, psychological/cognitive testing, and review of historical mental health data. Provides written reports documenting assessment findings and conceptualizations, submits reports per the specified timelines in required format. Incumbent will be familiar with the requirements of the examination assigned, and address each referral question as completely as possible given the timelines and other constraints inherent within the evaluation process. Uses appropriate language for any specialized referrals, such asmedical opinions.Consults with VA or DOD service providers/services regarding the cognitive functioning and psychological status of veterans seeking compensation. Participates as consulting expert in psychological evaluation and diagnosis for VA or DOD personnel and medical center management.Provides crisis evaluations and immediate referral for examinees presenting with psychiatric emergencies, such as psychosis or homicidal or suicidal thoughts, as appropriate.Clinically supervises students who are assigned to practicum or internship placements at the facility as appropriate. Trains students, patients and/or facility staff as opportunities arise, regarding either specialized assessment or any area of specialty. May hold teaching appointments at an accredited university teaching students at the undergraduate or graduate level.Engages in a personal continuing education program to enhance and improve professional skills and to keep abreast of developing knowledge in the field of psychology. Maintains State licensure and for hospital credentials and privileges.Maintains current knowledge of procedures, policies, directives, pertinent to his/her practice of psychology within the medical center or clinics. Interacts with individuals at all levels in the VA, DOD, and the private sector. These contacts may be on a personal, one-to-one basis or in conferences held to exchange information and negotiate mutually satisfactory solutions to important clinical or professional issues.Develops long and short-range professional goals as they may relate to the practice of psychology and maintains current continuing education credits required for licensure. Provides service as a member of a team by assisting in the development of treatment plans for patient care activities involved with the care and treatment of patients. Will be an active member of clinic meetings with clinical staff.Works in a cooperative, collaborative, professional and productive manner with psychology staff and staff from other disciplines in a variety of contexts to advance the goals of El Paso VAHCS and meet the goals of the C&P and IDES programs. Functions professionally and appropriately in multidisciplinary settings under a high volume, highproductivity driven section of the medical center.As assigned, reviews, investigates, and prepares written correspondence to respond to inquiries from a veteran, family member, congressional office, senator's office, central office, etc.Participates actively in peer review process and oversees the establishment of program monitors and outcome measures within the C&P and IDES programs using data-driven quality assurance process. Actively participates in opportunities to support quality improvement efforts, such root cause analysis and other quality improvement activities.Participates in Medical Center, DOD, Department of Veterans Affairs, or VISN committees as a member or as a chair, when assigned by supervisor. Participates in Medical Center wide boards, DoD Commander's evaluation .boards, investigations, or special projects as assigned by medical center and IDES management. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. OR, have a doctoral degree in any area of psychology and, in addition, successfully completed a re-specialization program meeting both of the following conditions: a) the re-specialization program must be completed in an APA or a CPA accredited doctoral program; and b) the specialty in which you were retrained is consistent with the assignment you are am applying for; OR, have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature.Internship Requirement - You must have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed; OR, New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR, VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement; OR, Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification). NOTE: Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program.Licensure: Candidates must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory or Commonwealth of the United States, or the District of Columbia. Exception: Non-licensed applicants who otherwise meet the eligibility requirements may be given a temporary appointment as a "graduate psychologist" at the GS-11 or GS-12 grade under the authority of 38 U.S.C. 7405 (c)(2)(B) for a period not to exceed two years from the date of employment on the condition that such a psychologist provide care only under the supervision of a psychologist who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment.Preferred Experience:Experience performing mental health assessments including personality assessmentExperience writing documenting comprehensive psychological evaluationsExperience in using DSM-5 in providing mental health differential diagnosisExperience with treatment of mental health populationsTraining and experience in evidence-based therapies for mental disordersGrade Determinations:GS-13 Staff Psychologist (Full Performance Level): Experience. At least 2 years of experience as a professional psychologist, with at least one year equivalent to the GS-12 level. In addition to the experience above, the candidate must demonstrate the following KSAs:1. Knowledge of, and ability to apply, professional psychological treatments to the full range of patient populations.2. Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.3. Knowledge of clinical research literature.*Experience is only creditable if it is post-doctoral degree experience as a professional psychologist directly related to the duties performed. Post-Doctoral Degree Fellowships. Postdoctoral fellowships or residencies are training programs in an advanced area of clinical practice. Training as a fellow or resident is considered to be creditable experience on a year-for-year basis.References: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G18 Psychologist Qualification Standard.
