Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, El Paso Field Office, Mission Support Division, located in El Paso, TX.

    Duties

    This position will allow you to use your expertise in managing and overseeing programs which have agency-wide and government-wide impact. This position starts at a salary of $98,496.00 (GS-13, Step 01) to $128,043.00 (GS-13, Step 10) with promotion potential to $128,043 (GS-13, Step 10).     In this Program Manager position you will become a key member of a team of Homeland Security professionals managing a variety of agency-wide law enforcement programs. Typical work assignments include:
    • Overseeing the overall planning, direction, and timely execution of several program segments, each of which is managed through separate subordinate organizational units.
    • Conducting recurring review of operating procedures from an overall program management standpoint to ensure the organization's accomplishment of its primary nationwide programs and missions.
    • Ensuring that assigned programs and processes are covered by internal controls and that appropriate precautions are taken to prevent fraud, waste, and misuse of resources.
    • Identifying and resolving unique issues where no policy exists, taking innovative actions to address new needs and/or issues.
    • Representing Office of Field Operations (OFO) interests in sensitive Mission Support issues, such as the performance management system, labor/employee relations or similar programs. Requirements

        Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
        • Providing information, alternatives, and recommendations on the current and long-range plans pertaining to managerial and administrative procedures, operations program, and financial management;
        • Developing methods, internal controls, programs, and procedures to improve cost-effectiveness, streamline organizational structures, and assuring conformity with sound management principles;
        • Maintaining contact and liaison with appropriate persons to maintain awareness of policies, regulations, and technological changes;
        • Identifying problems and developing and implementing solutions and assuring proper and timely action is taken to resolve controversial situations;
        • Providing leadership in the interpretation and application of directives and policy statements that have inter-program segment impact.           Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

          You must:
          • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
          • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 05/26/2023. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.             Background Investigation: U.S. Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity.
